Olympia operates under a council-manager form of government. The City Council has seven members including the Mayor. Councilmembers and the Mayor are non-partisan elected officials. The City Manager reports to the Council and has served in this capacity for 13 years. The Director of Administrative Services reports directly to the City Manager and is a vital member of the city’s executive management team.

About Administrative Services

The Administrative Services Department serves as the primary support agency for City departments and citizen customers in the areas of Fiscal Services, City Clerk Services, Information Technology Services, and Public Defense Services. The Department strives to provide timely and accurate information, and properly manage the City's financial and technological resources in a cost effective and efficient manner.

About the Position

The Director of Administrative Services leads a staff of approximately50 FTEs and has responsibility for the city’s $139 million dollar operating budget and the six-year $142 million capital budget. Under the direction of the City Manager, the Director plans, organizes, and oversees Fiscal Services, Information Technology Services, Public Defense, City Clerk, and Treasury functions of the City.

The Director also serves as the Treasurer of the Transportation Benefit District and Olympia Metropolitan Parks District. This department head plays a crucial role advising the City Manager and City Council on matters pertaining to finance and information technology.

The essential functions of this position include:

Knowledge of information technology and the ability to prioritize and effectively implement technology to support the business and policy objectives of the city.

Organizes and directs the activities of the Administrative Services Department in a manner that optimizes the use of financial and physical resources in overseeing assigned functions and achieving objectives.

Oversees and directs the maintenance of the City's financial operations within limits prescribed by law and in accordance with guidelines established by generally accepted accounting principles and practices, including the collection, investment, management and disbursement of public funds, and the maintenance of adequate internal financial controls.

Responsible for presenting fiscal policy recommendations to the City Manager and City Council to assist them in making decisions that will maintain and enhance the financial health of the city.

Oversees and coordinates the preparation of the annual City budget, and Capital Facilities Plan and Comprehensive Annual Financial Report.

Advises the City Manager, Department Directors, and the City Council regarding the budget preparation process, consequences of fiscal alternatives and the presentation and recommendation of fiscal options.

Translates complex financial issues and information into common language that others can understand. Supports the City of Olympia’s strategic plan by providing quality financial and business services while preserving its assets and ensuring transparency in planning, budgeting and compliance.

Serves as a voting member and Treasurer of the Fireman’s Pension Board and Records Officer for the City.

Desirable Qualifications

Bachelor degree in Finance, Accounting, Economics, Public Administration, Business Administration or related field; and seven years of increasingly responsible senior leadership experience in financial management preferably in a municipal setting.A Master’s Degree with a specialization in Accounting, Business, Public or Financial Administration is desirable

The preferred candidate will have experience and demonstrated success in the following areas:

  • Knowledge of generally accepted accounting principles and practices (GAAP).
  • Extensive knowledge of local, state, and federal laws as they pertain to debt administration, treasury management, budgeting, and investments.
  • Knowledge of the American Institute of C.P.A.'s Audit Guide and Requirements.
  • Knowledge of federal and state laws pertaining to the issuance of debt and investment of treasury funds.
  • Significant experience working with investment standards, practices, methods, and strategies.
  • Ability to anticipate trends in the local and nation-wide economic environment.
  • Ability to grasp complex system relationships to which accounting theory, effective production and recording practices are applied.
  • Ability to invest the City’s trust and agency funds using sound methods and judgment.

Total Compensation

The annual salary for this position is $153,807. The City offers a competitive benefit package including health, vision, and dental insurance, as well as vacation and sick leave. The City participates in the State of Washington retirement system. The successful candidate may choose between PERS 2 or PERS 3.
